Streets, alleys, walks, and drainage systems shall be constructed in accordance with the current Illinois Department of Transportation Standard Specifications for Road and Bridge Construction. The construction shall be under the general supervision of a registered professional engineer. Before the completed improvements are approved or accepted by the city, such engineer shall furnish the city a completion certificate stating that such improvements comply with all the requirements of the approved plans and specifications, and have been in service for not less than one year.
