§ 52.27 FAILURE TO CONSTRUCT.
   Where any owner of a lot or parcel of land adjoining any public street in the city fails to construct a sidewalk along the lot or parcel of ground when required to do so by ordinance, the city may construct the sidewalk and collect the costs of the construction by special taxation, special assessment, or any other method prescribed by law.
