When any excavation in any street or alley in the city is authorized, the excavation shall be repaired by backfilling with gravel and sand. Such restorative operations shall be conducted under the supervision of the Superintendent of Streets or any person designated by him for that purpose and meet the current Illinois Department of Transportation Standard Specifications for trench backfill construction requirements.
