Upon the expiration of his term of office, or his resignation or removal therefrom, the City Attorney shall forthwith on demand, deliver to his successor in office all deeds, leases, contracts, and other papers and instruments in his hands belonging to the city, and all papers and documents in actions prosecuted or defended by him then pending, together with his record thereof, and of the proceedings thereon.
