No person shall make connection of roof downspouts, exterior footing or foundation drains, areaway drains, storm drains or other sources of surface runoff or groundwater (including artesian wells and any type of geothermal system waste) to a building sewer or building drain which in turn is connected directly or indirectly to any public sewer.
