(a) Work authorized. No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any sanitary sewer or appurtenance thereof, without first obtaining a written permit from the Approving Authority.
(b) Cost of sewer connection. All costs and expenses incident to the installation and connection of laterals shall be borne by the owner pursuant to the charge established under § 9-2-6(b)(3).
(c) Use of old building sewers. Existing laterals may be used in connection with new buildings only when they are found, on examination and test by the Approving Authority, to meet all requirements of this chapter.
(d) Materials and methods of construction. The size, slope, alignment, materials of construction of a lateral, and the methods to be used in excavating, placing of the pipe, jointing, testing, and backfilling the trench shall all conform to the requirements of the building and plumbing code or other applicable rules and regulations of the village. In the absence of code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of the A.S.T.M. and W.P.C.F. Manual of Practice No. 9 shall apply. In refilling the opening, after the service pipes are laid, the earth must be laid in layers of not more than nine inches in depth, and each layer thoroughly compacted to prevent settling. This work, together with the replacing of sidewalks, ballast, and paving must be done in such a manner as to restore the street and sidewalk to a condition at least as good as had existed before being disturbed, subject to inspection by and approval of the village. No opening of the streets for tapping the laterals or mains will be permitted when the ground is frozen.
(e) Building sewer grade. Whenever possible, laterals shall be brought to a building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the connection with the wastewater collection system, sanitary sewage carried by such building drain shall be lifted by an approved means and discharged to the lateral.
(f) Storm and groundwater drains. No person shall make connection of roof downspouts, exterior foundation drains, area-way drains or other sources of surface runoff or groundwater to a building drain or lateral which is connected directly or indirectly to the wastewater collection system, nor install a combined sewer of any kind which drains into the system.
(g) Conformance to plumbing code. The connection of the lateral into the wastewater collection system shall conform to the requirements of the building and plumbing code or other applicable rules and regulations of the village, or the procedures set forth in appropriate specifications of the A.S.T.M. and the W.P.C.F. Manual of Practice No. 9. All such connections shall be made gas tight and water tight. The Approving Authority, before installation, must approve any deviation from the prescribed procedures and materials.
(h) Inspection of connection. The applicant for a lateral permit shall notify the Approving Authority when a lateral is ready for inspection and connection to the wastewater collection system. The connection shall be made under the supervision of the Approving Authority.
(i) Barricades; restoration. All excavations for a lateral installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village.
