The City Council, by ordinance, shall establish appropriate streets to be designated as a truck route, to be consistent with the circulation element of the General Plan. The Police Chief and the City Engineer shall identify, by signs, through traffic routes for the movement of vehicles of two or more tons capacity involved in the carrying of merchandise, freight or materials.
