The purpose of this chapter is to:
(A) Assure orderly growth and development, which are essential to the social, fiscal, and economic well-being of the city and its residents;
(B) Assure that the need for services and facilities are weighed against the total financial resources available for securing such services and facilities; and
(C) Provide a process for the annexation of land into the city limits.
