§ 10.140.040   Administrative agreement requirements.
   To enter into an administrative agreement, the Building and Planning Director shall find that:
   (A)   A person has a legal or equitable interest in real property for the development of such property; and/or
   (B)   The minor planning request is consistent with the Tulare General Plan.
