Applicants for mixed-use projects shall submit the following:
(A) An application for a zone amendment to include an “MU” combining designation and a special use permit application.
(B) A special use permit application shall include the following:
(1) A site plan or plans depicting the existing and proposed uses, building locations, gross floor area, lot coverage, parking, landscaping and delineation of commercial/office uses and residential densities. A circulation plan for vehicles and pedestrians shall be provided as may be appropriate based on the scale of the project.
(2) Guidelines for the physical development of the property, including illustrations of proposed architectural, urban design, building elevations and landscape concepts.
(3) A special use permit shall be approved by Planning Commission. Any interested person may appeal to the City Council in accordance with Chapter 10.20.
(C) A special use permit shall remain in effect regardless of change of ownership.
(D) Any material or significant change to an approved site plan or building elevation will require approval from the Planning Commission.
