The purpose of the Mixed Use Combining District is to:
(A) Provide a tool to encourage and facilitate the development of certain areas by allowing a variety of commercial and residential uses that can be developed in a compatible manner within the same building or site;
(B) Ensure that the mix of uses will be integrated successfully into a desirable, cohesive district;
(C) Encourage medium to high-density residential development to occur in areas in close proximity to the downtown area or the redevelopment of aging outlying commercial areas; and
(D) Establish sites of sufficient size to allow flexibility in achieving the standards of this chapter.
