The objectives of the R-1 District are:
(A) The development of a suitable environment for family life;
(B) The creation of residential neighborhoods that exhibit high standards of design, including the following features:
(1) Attractive, tree-lined streets, which emphasize and encourage walking and bicycling as well as efficient automobile transit. In such neighborhoods, the sidewalk will be set back from the street, providing space for a tree-lined parking strip.
(2) House designs which encourage human activity in the front yard, by placing front doors or entrances facing the street, providing front porches.
(C) To provide space for community facilities needed to compliment urban residential areas and for institutions which require a residential environment; and
(D) To minimize traffic congestion, while providing an efficient circulation system.
