Where property is annexed to the city or where property within the city is vacated or abandoned, the following rules shall apply:
(A) Unless pre-zoned, all property annexed shall be classified to the Urban Reserve (UR) District.
(B) The city may pre-zone unincorporated territory adjoining the city for the purpose of determining the zoning that will apply to the territory in the even of annexation. The procedure for prezoning shall be consistent with the requirements contained in Chapter 10.112, Zoning Ordinance Amendments. The zoning shall become effective when the annexation is completed and shall be consistent with the Tulare General Plan.
(C) All property which is not zoned or becomes unzoned because of alley, street, highway or public service easement vacation or railroad right-of-way abandonment, shall be zoned to the center line of the property, consistent with the zoning of the adjoining property, unless zoned differently by the provisions of this title.
