§ 10.16.030   Notification of public hearing.
   Where this title requires notice of public hearing, notice shall be given in the following ways.
   (A)   A notice of the hearing shall be mailed or delivered not less than ten days prior to the hearing of the owner of the subject project or the owner’s authorized agent, to the project applicant and to owners of surrounding properties as shown on the last equalized assessment roll. Surrounding properties shall be defined as those properties that fall within 300 feet of the property that is the subject of the hearing. If the number of properties that would receive a notice exceeds 1,000, the city, in lieu of mailed or delivered notice, may provide notice by placing a display advertisement of at least one-eighth of a page in at least one newspaper of general circulation within Tulare at least ten days prior to the hearing and posting the display on the subject property and at least three public places within the city.
   (B)   A notice of the hearing shall be mailed or delivered not less than ten days prior to such hearing to each local agency expected to provide water, sewage, streets, road, schools or other essential facilities or services whose ability to provide those facilities and services may be significantly affected.
