The provisions set forth in this title are the minimum requirements for the protection of the public health, safety and general welfare. It is not the intention of this title to interfere with or revoke any easements, covenant, or other agreements between parties. However, where this title imposes a greater restriction upon the use or size of buildings or property, or upon the location of uses than are required by other local ordinances, rules, regulations or by easements, covenants or agreements, the provisions of this title shall govern.
