Sec. 20-403. Operation of motor vehicles.
No person operating a motor vehicle shall:
   (1)   Drive to the left of any trolley for the purpose of overtaking or passing said trolley.
   (2)   Drive to the right of any trolley for the purpose of overtaking or passing said trolley at any time that the trolley is stopped to receive or discharge passengers.
