Unless otherwise specifically provided, the penalty for violating any provision of article VII, division 5, which regulates the time, place, or method of parking a vehicle shall be a mandatory base fine of twenty-five dollars and sixty-eight cents ($25.68), no part of which may be suspended or waived by the court, plus any assessments imposed under state law.
