The flowing of water from leaders, conductors or downspouts upon any sidewalk in the City is prohibited. Where such condition exists on sidewalks abutting premises upon which structures are already erected, proper provision, in accordance with the plans and specifications on file in the office of the Director of Public Service and Safety, shall be made to convey the water under the sidewalk to the gutter or sewer, and such change shall be made within thirty days after notice to remedy the defective condition.
Should any of the owners of property upon which structures are erected abutting upon sidewalks where such conditions exist fail to comply with the requirements herein, the Director of Public Service and Safety shall proceed to have such provision made at the expense of such delinquent owners, which shall be assessed upon the property bounding and abutting upon the sidewalk so improved by the City.
