(a) No person being the owner of or having charge of any dog, cat or other animal or pet shall allow that animal on the festival grounds during the official times of the Troy Strawberry Festival or during the July 4th celebration. For purposes of this section, festival grounds are defined as the area on the north side of the Miami River to Staunton Road and located between Adams Street and North Market Street, including all green spaces, buildings, and paved areas, and including Hobart Arena, Municipal Stadium, the municipal swimming pool, the Senior Citizens Center and the Park Department buildings. An exception to this section is the use of animals that assist handicapped or disabled individuals.
(b) Whoever violates this section is guilty of a minor misdemeanor.
