(a) No owner of any dog shall keep or maintain such animal in the City unless it has been vaccinated by a licensed veterinary surgeon with antirabic vaccine within one year preceding the date on which such animal is kept or maintained. Such animal, upon receipt of such vaccine, shall receive and wear a tag upon its collar indicating the date and the fact that such antirabic vaccine has been administered.
(b) Whoever violates this section is guilty of a minor misdemeanor.
