373.11 RIDING ON SIDEWALKS.
   (a)    No person shall ride a bicycle, skateboard, tricycle, scooter or other toy vehicle upon a sidewalk within a business district of the City, or in such area as there are sufficient commercial establishments to create a substantial volume of pedestrian traffic.
   (b)    The Juvenile Officer of the Police Department is authorized to erect signs on any sidewalk or roadway prohibiting riding of any above-described vehicles thereon by any person and when such signs are in place, no person shall disobey the same. The failure to erect such signs shall in no way affect the enforcement of subsection (a) hereof.
   (c)    No person thirteen or more years of age shall ride a bicycle upon any sidewalk within the City.
   (d)    Whenever any person is riding a bicycle on a sidewalk, such person shall yield any right of way to any pedestrian and shall give audible signal before overtaking.

   (e)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
