If a violator of this chapter does not appear in response to the citation affixed to his motor vehicle in accordance with the citation within five days, a letter shall be sent to the owner of the motor vehicle to which the citation was affixed. The letter shall inform the owner of the violation and advise the owner of the consequences if the citation is ignored. If the letter is disregarded for a period of five days, a complaint shall be filed in the municipal court and summons issued to the owner to appear and answer to the charge.
