311.05 SIGNS PROHIBITED UPON PUBLIC PROPERTY.
   (a)    No person, firm or corporation, either as principal, agent or employee, shall erect, string, stretch or spread advertising or political signs and banners, or any other devices across any street, alley or other public place in the City, except as permitted and allowed by law.
   (b)    No person, firm or corporation, either as principal, agent or employee, shall paint any sign of any kind or nature upon the sidewalks, streets or curbs of the City or attach any signs to any lighting standards, utility poles, posts, trees or parking meters, except by authority of the Director of Public Service and Safety.

   (c)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
