311.04 SOUND INSTRUMENTS ON VEHICLES PROHIBITED.
   (a)   No person, firm or corporation, either as principal, agent or employee, shall play, use or operate for advertising purposes, or for any purpose whatever, on the public streets, alleys or thoroughfares in the City, any device known as a soundtruck, loud-speaker or sound amplifier, or radio or phonograph with a loud-speaker or sound amplifier, or any other sound instrument, calliope or any instrument of any kind or character which emits therefrom loud and raucous noises and is attached to or upon any vehicle operated or standing upon such streets or other public places.

   (b)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
