No Vendor, operator of a Mobile Food Vehicle or any person in his/her behalf shall; for the purpose of attracting attention to any goods, wares, or merchandise which such Vendor proposes to sell; shout, make any cry out, blow a horn, ring a bell or use any sound device, including any loud-speaking radio or sound amplifying system, upon any of the streets, alleys, parks or other public places of the City or upon any private premises in the City, where sound of sufficient volume is emitted or produced therefrom to be capable of being plainly heard at a distance of seventy-five (75) feet from the source of such sound.
