No person shall engage in the business or activities of a Vendor or operate a Mobile Food Vehicle for sales purposes within the City of Troy except during the fifteen (15) hour period from 7:00 a.m. to 10:00 p.m. The restrictions of this section shall not be applicable to Vendors who are invited to a residence or place of business at times other than the hours provided herein.
