141.33 POLICE DEPARTMENT PERSONNEL.
   (a)    Clothing Allowance. The Police Chief shall receive a yearly clothing allowance of one thousand dollars ($1,000) for the purchase of uniforms and clothing applicable to police work as approved by the Police Chief. No unused accrual greater than five hundred dollars ($500.00) may be carried over from one year to the next. Upon request, the Police Chief shall receive an additional nine hundred dollars ($900.00) to replace his bullet resistant vest upon expiration of the manufacturer's warranty period.
   The Parking Meter Officer shall receive a yearly clothing allowance of seven hundred dollars ($700.00) for the purchase of uniforms and clothing applicable to their work as approved by the Police Chief. No unused accrual greater than three hundred fifty dollars ($350.00) may be carried over from one year to the next.
   If deemed appropriate and necessary by the Appointing Authority that a uniform is required for a clerical employee of the Police Department, such employee may receive a yearly clothing allowance up to seven hundred dollars ($700.00) for the purchase of uniforms and clothing solely applicable to the work of the employee. Such uniforms and clothing shall be defined by the Police Chief and approved by the Appointing Authority. This provision will not accrue and provide for a carry over.
   An employee covered by this section who leaves the employment of the Troy Police Department shall have withheld from the final paycheck any amount of clothing/uniform allowance used which exceeds the monthly pro rata amount for the number of months (including partial months) worked in the year of separation.
   Such allowances shall be distributed by the City Auditor only upon presentation of vouchers showing purchase of uniforms and clothing. The payment shall be solely by purchase order (the 'voucher’ system). The purchase order is issued by the City to the vendor and payment is made directly by the City to the vendor.
   The City will contract for the dry cleaning of uniforms, and employees who use this service will have the expenses deducted from the clothing allowance.
 
   (b)    Off Duty Weapon/Duty Weapon. For the Chief of Police, during the term of total City employment, the City will make a one-time purchase of an off-duty weapon in accordance with departmental policy, at a cost not to exceed $450. The weapon remains the property of the City until the Chief of Police retires. Upon retirement under the applicable rules of the Police and Fire Pension and Disability Fund (PFPDF), this weapon along with the service weapon will be
presented as a gift from the City.
