(a) Employees shall be entitled to the following holidays with pay:

(b) When a holiday falls on a Saturday, such holiday shall be observed on the preceding Friday, and when a holiday falls on a Sunday, such holiday shall be observed on the next Monday. December 26 may be scheduled as a holiday in place of Christmas Eve (December 24) in those years when Christmas falls on a Thursday. To qualify for holiday pay, an employee must be on pay status both the day before and the day after the holiday with Saturday, Sunday and scheduled days off excepted.
(c) Employees shall have three personal days of leave per calendar year. Employees shall have personal days during their first year of employment as follows:
(1) Employees hired between January 1 and April 30 shall have three personal days of leave.
(2) Employees hired between May 1 and August 31 shall have two personal days of leave.
(3) Employees hired between September 1 and December 31 shall have one day of personal leave.
Thereafter, those employees shall receive three days personal days of leave.
(d) Personal days cannot be carried from one year to the next, cannot be converted to paid compensation, and cannot be taken in less than half-day increments.
(e) In the calendar year an employee retires, the employee will have personal days prorated based on the retirement date as listed in subsection (c) above.
