This chapter covers all regular full-time employees of the City, except where otherwise specifically provided. An employee of the City is one that appears on the City of Troy payroll. No office, department, division, official of the City, or any employee of the City may establish provisions in conflict with or inconsistent with those provided within this chapter. This chapter does not apply to elected officials except where otherwise specifically provided.
