Each person is entitled to one appeal on any one ruling. Any person affected by any rule or regulation enforced by the City Forestor pursuant to this chapter may request and shall be granted a timely hearing before the Tree Board. Such appeal shall be requested in writing and the Tree Board shall have the power to reverse, affirm, or modify such action, decision, order, rule or regulation. Any person affected by any decision, order, rule or regulation originally enforced by the Tree Board pursuant to this chapter may request and shall be granted a timely hearing before the Park Board. Such appeal shall be requested in writing and the Park Board shall have the power to reverse, modify such decision, order, rule or regulation. An appeal must be filed with the decision maker within ten days after the decision is transmitted. Any order appealed
from shall be stayed pending a final disposition.
