(a) (1) The Police Department, subject to the provisions of this chapter, is authorized to release vehicles which have been impounded by the Police Department.
(2) The registered owner of an impounded vehicle shall submit the following documents to the Police Department before the vehicle may be released to the owner.
A. Current registration of the vehicle.
B. Title to the vehicle properly issued in the name of the registered owner; the title shall not be a “jumped” or “signed over” title.
C. Personal identification with photograph, a valid driver’s license, or other identification issued by the state.
D. Proof of insurance/financial responsibility.
(3) Any person, other than the registered owner, claiming an interest in an impounded vehicle shall submit the following written instruments or documents to the Police Department before the vehicle may be released to that person:
A. Proof of interest in the vehicle.
B. Agreement to save and hold harmless the City and all of its employees.
(4) The City Law Director or designated assistant shall approve instruments and documents submitted in compliance with subsection (a)(3) hereof prior to the release of the vehicle claimed.
(5) The Police Department shall retain the instruments and documents required by this section.
(b) Presentation of the order to release at the place of impoundment shall entitle the person presenting the release to obtain possession of the vehicle.
