(a) The Board shall not consider interior arrangements. The Board will encourage the use of United States Secretary of the Interior's Guidelines for Interior Rehabilitation.
(b) Nothing in this chapter shall be construed to prevent ordinary maintenance or repair of any exterior feature which does not involve a change in design, material, color, signage or outer appearance thereof.
(c) Nothing in this chapter shall prevent the construction, reconstruction, alteration,
restoration or demolition of any such feature which the Building Inspector or similar official shall certify is required by the public safety because of an unsafe or dangerous condition.
