1313.09 PLANNING COMMISSION APPROVAL.
   (a)    Application to construct, alter, repair, move or demolish any structure in the Historical Architectural District shall be reviewed at the next meeting of the Planning Commission after receipt of the review and recommendations of the Board of Architectural Review. The applicant shall be notified to appear at that meeting.
   (b)    Upon its conclusion of an examination of the review and recommendations of the Board, and any further information requested by or received by the Commission, the Commission shall determine by a vote of its members, whether the application for the work shall be approved. If approved, the Commission shall return the application and appended material to the Building Inspector for the necessary permits. If not approved, the Commission shall return the application
and appended material to the Inspector with the instruction that the permit not be issued together with its reasons, in writing, as to why the applicant failed to meet the intent and purpose of this chapter.
   (c)    In the event the work requested is for demolition and approved by the Commission, and unless there are overriding concerns for public health and safety, such demolition permit shall not become effective until three months after the date of such issuance in order to provide a period of time within which it may be possible to relieve a hardship and to cause the property to be transferred to another owner who will retain the structure. Only those buildings listed on the National Register will be subject to the waiting period. The Board will be notified of all demolitions within the District.
