(a) Application to construct, alter, repair, move or demolish any structure in the Historical Architectural District shall be made to the Building Inspector. Plans shall be submitted showing the structure in question and showing its relationship to adjacent structures.
(b) The Inspector shall examine the application contents for conformance to the appropriate codes. Upon completion of his examination, the Inspector shall notify the Board of Architectural Review of the receipt of such application and shall transmit it together with accompanying plans, inspection comments and other information to the Board. The Inspector is authorized to contact the applicant for correction and additional information, but shall in any event submit the application to the Board within ten working days of the receipt of same.
(c) The Board shall notify the applicant of the date and time of the meeting and at such meeting shall review the application relative to the criteria of this chapter and its regulation, shall review any comments and recommendations of the Inspector and shall hear and review the comments, exhibits or other relevant information presented by any other interested persons attending the meeting in person or by counsel.
Upon completion of the application review, the Board shall inform the applicant of its action. Action by the Board may follow three different alternatives:
(1) Should the application be approved, the Board shall transmit its review with the applicant's plan to the City Planning Commission.
(2) Should the Board disapprove such plan, it shall make recommendations for modifications to the applicant. Should the applicant agree to the modifications, a record of this action shall be transmitted to the Commission reflecting approval of the plan, as modified.
(3) Should the applicant refuse to carry out the recommendations of the Board, the Board shall transmit a record of the action to the Commission reflecting the Board's reasons for disapproval.
