(a) It shall be the duty of the Board of Architectural Review to review all applications for work pertaining to the construction, alteration, repair, painting (if color change occurs), moving and demolition of structures in the Historical Troy Architectural District. The Board shall act as advisor to the City Planning Commission in all matters under the provisions of this chapter and make recommendations to the Commission for approval or disapproval of applications brought before it concerning:
(1) The historical or architectural value and significance of the structure and its relationship to historic value of the surrounding area;
(2) The general compatibility of exterior design, arrangement, texture and materials proposed to be used; and
(3) To other relevant factors which are in conformance with the purpose of this chapter.
(b) It is the intent of this chapter that the Board shall encourage that the making of alterations and repairs to structures in the District be made in the spirit of their architectural style, and that additions to structures be made in styles which shall complement the original architectural style. The Board shall be lenient in its judgment of plans for new construction, renovation, rehabilitation or for alteration, repair or demolition of structures of little historic or cultural value except where such construction, alteration, repair or demolition would seriously impair the historic value and character of surrounding structures or the surrounding area. It is not the intent of this chapter to limit new construction to any one period of architectural style.
(c) The Board shall have the power to call in experts to aid in its deliberations.
