(a) The Board of Architectural Review shall select its own Chairman and Vice Chairman who shall serve for a term of two years
(b) All meetings of the Board shall be open to the public, and shall follow the Board's Rules of Procedure.
(c) The Board shall keep a public record of its resolutions, proceedings and actions.
(d) A secretary to the Board will be provided by the City.
(e) The presence of three members of the Board shall constitute a quorum to review matters put before it whether or not such members are eligible to vote on all questions. A concurring vote of at least a majority of those eligible to vote (see subsection (f) hereof) and then present is required for any decision made.
(f) No member of the Board shall vote on any question in which he is engaged as contractor, material dealer or in any plans or specifications, or in which he has a personal or pecuniary interest. A member shall state his reason for not voting and a nonvote will not be considered for or against the question.
