(a) In order to execute the purposes declared in this chapter, there is hereby created a commission to be called the Board of Architectural Review (BAR).
(b) The Board shall consist of five members who shall be residents of the City, appointed by the Mayor, approved by Council and shall serve without compensation. The term of office of the members of the Board shall be for five years, excepting that the members first appointed shall serve respectively for the following terms: one for one year, one for two years, one for three years, one for four years and one for five years. Thereafter, members shall be appointed for terms of five years each. Vacancies shall be filled for the unexpired term of the member whose place has become vacant. The appointing authority shall have the power to remove any member of the Board.
(c) The Mayor shall select the members of the Board who shall be specifically qualified by reason of training or experience in art, architecture, community planning, land development, real estate, landscape architecture or other relevant business or profession or by reason of civic interest and sound judgment to judge the effects of a proposed building or remodeling, including but not limited to the following organizations, boards, professions and categories; provided, however, that no more than two persons shall be appointed from any one discipline.
(1) State or Local Historical Society
(2) Registered Architect
(3) American Society of Landscape Architects
(4) Engineering Society
(5) Community Improvement Corporation (but not a City officer)
(6) City Beautification Committee
(7) Building Contractor with at least five years experience
(8) Downtown Business Community
(9) Bar Association
(10) Property owner in the District.
