1309.01 USE AS PERMANENT RESIDENCE.
   Trailers, when used as a permanent residence, shall be subject to all restrictions of the Building Code, Zoning Ordinance and all other State statutes, City ordinances, Chapter 3701-27 of the Ohio Administrative Code and, specifically, the following:
   (a)    Trailer Sanitation. The wash water, refuse, garbage and contents of house trailer toilets shall not be deposited upon the surface of the ground, or in a manner which may allow this material to gain access to any waters of the State.
   (b)    Built-in Toilets. All built-in toilets in house trailers shall be provided with flytight, leakproof metal receptacles for containing human excrement, and such receptacles shall contain sufficient caustic soda or similar chemicals to render the contents innocuous.
   (c)    Installation. When trailers serve as permanent homes, the use of built-in toilets shall not be allowed unless the installation complies with State and local ordinances, codes and regulations pertaining to sanitary plumbing and its installation.
   (d)    Disposal of Wastes. When a trailer is parked on any lot or parcel of land and is used for sleeping or living quarters, all sanitary rules and regulations of the City pertaining to sewage disposal, garbage and refuse disposal and the disposal of wastes shall be complied with. The owner of the lot or parcel of land shall be responsible for any unsanitary nuisance committed on the property.
   (e)    Water Supply. Each trailer shall have a water supply conforming to the sanitary regulations of the City and the statutes of the State and the Health Department of the State pertaining to public water supply systems.
   (f)   Sewage Disposal. Each trailer shall have an approved type of sewage disposal device such as sanitary privies, privy vaults or flush toilets connected to approved septic tanks and leaching devices, as prescribed by the sanitary regulations of the City, the statutes of the State or the Department of Health of the State. Such devices shall be of adequate size and construction to accommodate the number of patrons for which the trailer is designed, and must meet with the approval of the Health Commissioner or his agents.
