The Director of Public Service and Safety may promulgate such rules and regulations as he may deem necessary, which are not inconsistent with the terms of this chapter, to govern the moving of any building across any street, alley or other public grounds of the City. Whoever violates any rule or regulation issued by the Director shall be guilty of a misdemeanor.
