The Director of Public Service and Safety is hereby permitted and instructed to set aside a section of Riverside Cemetery for box burials of indigents and persons to be buried and to establish an appropriate charge. The Director is hereby authorized to make such necessary rules and regulations as may be required to carry out the intent and purpose of this section.
