No person shall remove, destroy, break, injure, mutilate or deface any structure, fountain, wall, fence, vehicle, bench, tree, shrub, plant, flower or any other property in the parks or any playground or park area. No person other than a City employee or duly authorized person or group shall bring upon the parks or any playground or have in his possession while therein any tree, shrub or plant or part thereof.
