There is hereby established a Recreation Board for the City to consist of five persons, two of whom shall be members of the Board of Education of the Troy City School District or members appointed by such Board of Education, and three of whom shall be appointed by the Mayor. All members shall be residents and shall serve terms of five years, except that the first five members so appointed shall be for terms of five, four, three, two and one years so that the term of one member shall expire each year. Such Recreation Board is authorized under Ohio R. C. 755.14.
