(a) The City will normally provide weekly residential collection of solid waste. Under unusual conditions, the Director of Public Service and Safety of the City may establish an alternate schedule. Items set out for collection shall be placed at the curb as set forth in the rules and regulations adopted pursuant to this Chapter.
(b) Collection shall normally be performed Monday through Friday, on a regular schedule. The Director of Public Service and Safety may establish alternate schedules to compensate for holidays or other unusual circumstances.
(c) Special trash collection shall be held on a schedule as established by the Director of Public Service and Safety. The City will determine those items to be included in the special trash collection. Items for special trash collection shall be placed at the curb by 7:00 a.m. the day of collection. but no earlier than forty-eight hours before the day of collection.
(d) Nonacceptable items, or items not placed in accordance with the schedule, shall be removed from the public right-of-way by the property owner within three days of receipt of written notification by the City. Upon failure, neglect, or refusal to remove said items, the City shall cause said items to be removed. The cost of the removal of such items will be billed to the property owner by the City.
(e) The City will collect yard waste under the following conditions:
(1) Grass clippings and yard waste must be placed in accordance with the rules and regulations adopted pursuant to this section.
(2) The City will collect unbagged leaves only during the fall season. Notice will be given as to the collection period. Residents are required to rake their leaves to the street one foot from the curb, for collection. Leaves bagged for collection at other times must be placed in bags in accordance with the rules and regulations adopted pursuant to this Chapter.
(3) Tree trimmings. The City will collect tree trimmings from the routine trimming of a tree, bush or shrub in accordance with the rules and regulations adopted pursuant to this Chapter.
(f) Construction waste will not be collected by the City. It is the responsibility of the site owner, occupant or person performing this work to provide transportation and proper disposal of construction waste.
(g) In no instance will infectious waste, liquids or hazardous material be collected other than as provided for in the regulations established by the Director of Public Service and Safety.
