(a) Every person whose premises are served by a sewer connection which discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly into the POTW, will be charged for the sewer service and for the treatment of such discharges.
(b) The sewer service charge will be applied to each and every premises having a sanitary sewer connection as of the beginning of the next regularly scheduled billing period following the completion of the building sewer connection.
(c) The sewer service charge shall consist of a minimum charge and a commodity charge. The minimum charge shall be based on the size of the water meter(s) used at the premises served. The commodity charge shall be based on the quantity of water used, as measured by the water meter(s). The meter(s) shall be acceptable in design and type to the City.
(d) When a premises is served by more than one water meter a minimum and commodity charge will be made for each meter.
(e) When a premise is supplied in whole or in part with water from wells or any source other than the public water supply, and which discharges to the POTW, such wells or other source shall be registered in writing to the City. The owner of the premise shall install and maintain at his expense a meter or meters acceptable to the City on all such supplies and the quantity of water used shall determine the sewer service charge as measured by the meter or meters. The meter size shall determine the minimum charges and tap-in charge.
(f) When a person can show to the satisfaction of the Director that a portion of the water measured by the water meter does not enter the POTW, the person may apply for the installation of an auxiliary water meter. The Director has the authority to require additional metering to be installed at the applicant's expense, so as to measure the quantity of water actually entering the POTW. Such meters shall be installed and maintained at the expense of the property owner. Venturi meters, flumes, weirs and other methods of measuring flow shall be used only when authorized by the Director. Existing auxiliary meters may be continued in use on a conditional basis. Such meters are subject to a test and replacement when so ordered by the Director. All costs shall be the property owner's responsibility. Where an auxiliary meter has been installed, such a meter shall not be removed without the approval of the Director. All meters shall be installed in accordance with the standards, rules and regulations of the City.
(g) When a well or wells are used as a supplementary water supply and are used for a period not exceeding six months in any calendar year, the minimum portion of the sewer service charge may be waived by the Director for the period of nonusage subject to such requirements has he may deem necessary.
(h) Where the City makes an adjustment in the water charges as a result of water leakage, an appropriate adjustment in the sewer service charges may be made.

(j) Exemptions from the sewer service minimum charges for unused service branches, stand-by service branches and new service branches under construction shall be made in the same manner as exemptions from water minimum charges for theses services as is currently in effect at any particular time.
(k) Fire protection service branches shall be exempt from all sewer service charges, except when overflow, test waste, or other nonfirefighting flows enter the POTW.
