915.06 APPROVAL OF SEWER PLANS.
   (a)    No sanitary sewers, pumping facilities or treatment facilities which discharge either directly or indirectly into the POTW shall be constructed without the prior written approval of the plans by the City.
   (b)    All plans shall be submitted with an original and sufficient copies to allow the City to adequately review said plans. A written request for approval shall also be submitted with said plans.
   (c)    Plans for sewers which are tributary to the POTW and are to be constructed in municipalities or other government units (outside the City limits) must be approved by the engineer for the municipality or government unit before submission to the City for review and approval. No construction may commence prior to written approval of such plans by the City and payment of all applicable fees.
   (d)    All plans shall be accompanied by an area plan showing all existing and proposed sewers within the area to be served together with copies of all pertinent computations of the design of the sewers and appurtenances. All plans shall conform to the City sewer master plan and revisions thereto.
   (e)    Construction plans shall be drawn to a scale not smaller than one inch equals fifty feet. Area plans shall be drawn to a scale of one inch equals one hundred feet, or as otherwise approved by the City. (Ord. 24-2009. Passed 9-8-09.)
   (f)    OEPA Approval. Plans requiring OEPA approval shall be transmitted by the owner’s professional engineer, after receiving approval of the Director. Revisions required by OEPA shall require resubmittal of plans to the Director for review and approval of the revisions. The City may enter into an agreement with OEPA pursuant to OAC 3745-31 to allow the City to self-review plans for sewer line extensions tributary to the POTW.

   (g)    The cost of plan review performed by the City shall be at a rate established by the City and shall be borne by the person submitting the plans. Review charges may be waived for review of plans submitted for government agencies.
