(a) No unauthorized person shall uncover, make any connection with or opening into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Director.
(b) The City shall issue a building sewer permit for each building sewer installed. In each case, the owner or his agent shall make application to the City. The permit application shall be supplemented by any plans, specifications or other information required by this chapter or considered pertinent in the judgement of the Director.
(c) All costs and expense incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the City from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
(d) A separate and independent building sewer shall be provided for every building unit.
(e) Old building sewers may not be used in connection with new buildings, unless they meet current standards as approved by the City, and after payment of current tap-in fees.
(f) The size, slope, alignment, materials of construction of a building sewer and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench shall all conform to the requirements of the building and plumbing codes, standard drawings and specifications or other applicable rules and regulations of the City.
(g) Lateral Installation. In all structures, whether on basements, crawl spaces or slabs, the building sewer or laterals shall be brought to the building a minimum of forty-four inches below the top of the foundation and shall have a minimum of thirty-six inches of cover from finished grade to the top of the pipe. A minimum of eight inches of the building foundation shall be exposed above finished grade. All building sewers or laterals shall be provided with a cleanout within five feet of the foundation, equipped with a threaded cap or plug. All building sewers or laterals shall be laid as directly as possible from the building to the City sewer. Cleanouts shall be provided at 100 foot intervals along the lateral's length. Laterals shall not cross water service lines between the building and the City sewer except in extraordinary circumstances and as approved by the City. A minimum of five feet horizontal separation between building laterals and water service lines shall be maintained. Benching of laterals and a water service line in a wide, common trench shall only be permitted when the water service is a minimum of forty-eight inches below finished (non-pavement) grade (or a minimum of fifty-four inches below any finished pavement grade) and a minimum of eighteen inches vertical separation is achieved between the elevation of the top of the lateral and the bottom of the water service line, at the nearest point. Whenever possible, the building sewer or lateral shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary waste shall be lifted by means approved by the Director and discharged to the building sewer.
(h) The applicant for the building sewer permit shall notify the Director when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the Director. A request for inspection shall be made twenty-four hours or more in advance of the inspection time to be requested. No backfilling shall occur prior to inspection and approval of said installation.
(i) All excavations for building sewer installation shall be adequately guarded to protect the public from hazard and shall conform to current safety requirements. Streets, sidewalks, and other public property disturbed in the course of the work shall be restored in a timely and satisfactory manner and approved by the Director.
