No official, officer or employee of the City, having in charge or being employed in the maintenance and operation of the public water supply and water works system of the City, or any other person, firm or corporation, shall establish, maintain or use, or permit to be established, maintained or used, any connection whereby a private, auxiliary or emergency water supply other than the regular water supply of the City may enter the supply or distributing system of or for the public water supply of the City, unless such private, auxiliary or emergency water supply, and the method of connection and use of such supply, shall first have been approved in writing by the Director of Public Service and Safety of the City.
