In the discretion of the Director of Public Service and Safety, and under the powers granted to such Director under the provisions of Ohio R.C. 743.04, the water rates established in this chapter may be charged on a monthly basis, such rates and minimum rates to be so adjusted as to provide, as closely as possible, the same overall rates as established in this chapter.
