The property owner is responsible for the payment of any and all charges billed for water service, sewer rental and recycling service used at the owner's property, whether the account for such charges for the property is carried in the tenant’s or another’s name. Sewer rental charges remain with the property and such unpaid charges shall become the responsibility of the new owner.
