Any license issued under the provisions of this chapter may be revoked at any time:
(a) Such person or firm to whom it is issued is guilty of any fraud, misrepresentation or unlawful act in connection with the operation of such carnival, circus, employer picnic or Fourth of July or Labor Day celebration;
(b) Such person or firm is found to be not fit to engage in such carnival, circus, employer picnic or Fourth of July or Labor Day celebration; or
(c) Such person or firm violates any of the provisions of the ordinances of the City or the State.
The Director of Public Service and Safety or, in his absence, the Mayor, shall effect such revocation. A determination of "not fit" under subsection (b) hereof, shall be based upon sufficient facts to indicate that a clear and present danger exists to the public health and safety.
